necessario definire le criticit&agrave; e le cause dei gravissimi dissesti e
degradi ambientali, in particolare della laguna (ben identificati nel recen=

libro della Provincia: <i>La laguna di Venezia, 2007</i>). Per
l&#8217;adeguamento del <i>piano urbanistico</i> al PALAV (Sistema ambienta=
le
lagunare, litoraneo e della terraferma) atteso dal 1996, occorre in partico=
lare
definire le misure indicate nelle direttive (&#8220;innalzamento delle quote
dei canali di navigazione, &#8230; controllo e mitigazione del moto ondoso,
&#8230;<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>regolamentazion=
e del
traffico, &#8230; ; vedi art. 5 delle Norme Tecniche di Attuazione). Occorre
individuare le finalit&agrave;<span style=3D'mso-spacerun:yes'>&nbsp; </spa=
n>e le
strategie generali per un equilibrio sostenibile e la riqualificazione
ambientale<span style=3D'mso-spacerun:yes'>&nbsp; </span>definendo le funzi=

compatibili e le prospettive a lungo termine. Le specifiche proposte e le
azioni devono essere decise dopo aver comparato in modo scientifico e
trasparente le &#8220;ragionevoli alternative&#8221; possibili sulle quali

dei pur numerosi interventi effettuati nell&#8217;ambito della legislazione
speciale per la salvaguardia della laguna di Venezia,<span
style=3D'mso-spacerun:yes'>&nbsp; </span>ha realmente affrontato gli obbiet=
tivi
principali e prioritari della legge: l<u>&#8217;inversione del processo di
degrado e la rimozione delle cause che lo provocano.<o:p></o:p></u></span><=
/p>

<p class=3DMsoNormal style=3D'text-align:justify;mso-line-height-alt:10.0pt=
'><span
style=3D'font-family:Garamond'><span style=3D'mso-tab-count:1'>&nbsp;&nbsp;=

stessi programmi del Magistrato alle Acque di Venezia e del Consorzio Venez=
ia
Nuova del 1993-94, elaborati per poter ottenere i finanziamenti della Legge
speciale (piani-programma che prevedevano innanzitutto la riduzione della
profondit&agrave; e della portata del Canale dei petroli e del canale
Valleselle), sono rimasti inattuati. <o:p></o:p></span></p>

<p class=3DMsoNormal style=3D'text-align:justify;mso-line-height-alt:10.0pt=
'><span
style=3D'font-family:Garamond'><span style=3D'mso-tab-count:1'>&nbsp;&nbsp;=

laguna<span style=3D'mso-spacerun:yes'>&nbsp; </span>sta vivendo un pericol=
oso
processo di erosione sempre pi&ugrave; accentuato, processo che la destina a
divenire prematuramente un braccio di mare, con la completa eliminazione de=
lla
morfologia e dell&#8217;ecosistema lagunare.<o:p></o:p></span></p>

<p class=3DMsoNormal style=3D'text-align:justify;mso-line-height-alt:10.0pt=
'><span
style=3D'font-family:Garamond'><span style=3D'mso-tab-count:1'>&nbsp;&nbsp;=

in ragione di questo pericolo ormai attuale, tutti gli obbiettivi e gli<span
style=3D'mso-spacerun:yes'>&nbsp; </span>interventi<span
style=3D'mso-spacerun:yes'>&nbsp; </span>per il riequilibrio idrogeologico =
e la
riqualificazione ambientale previsti dalle leggi speciali<span
style=3D'mso-spacerun:yes'>&nbsp; </span>e nel PALAV (in particolare art. 5
Laguna) vanno riportati e<span style=3D'mso-spacerun:yes'>&nbsp;
</span>ulteriormente articolati nel PAT.<o:p></o:p></span></p>

compatibilit&agrave; e della sostenibilit&agrave; ambientale (con
l&#8217;obbiettivo del riequilibrio idrogeologico della laguna) per tutti g=

interventi antropici previsti e prevedibili all&#8217;interno della
conterminazione lagunare, del bacino scolante e dell&#8217;alto Adriatico
contenuti nei programmi di opere e negli strumenti urbanistici e della
